Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

Current Bid and Proposal Announcements

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

District-wide BMP Mitigation – Phase IV

Bid Due: 2017-09-28, 1:30 p.m.

Bid Open: 2017-09-28, 1:30 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 1:30 p.m. on Thursday, Sept. 28, 2017 and will be publicly opened at that time and location, for a project titled "District-wide BMP Mitigation – Phase IV." The bids must be accompanied by a 10% bid security. The scope of work involves vegetative management during the 2018 and 2019 growing seasons at 13 separate mitigation sites for recently completed projects. The sites are located at Blackwell (2 sites), County Farm Road Bridge (Hawk Hollow/ Mallard Lake), Danada (3 sites), Hawk Hollow, Herrick Lake, Mayslake, Songbird Slough, Timber Ridge and West Branch Regional Trail (West DuPage Woods/ Winfield Mounds) Forest Preserves. Main components of work, including alternates, consist of selective herbicide, selective mowing, field mowing and prescribed burning to control weedy, nonnative and invasive species. Additional items include interseeding, bare-earth seeding for coverage and installation of perennial plugs as deemed necessary.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). A non-mandatory pre-bid meeting will be held at 9 a.m. on Monday, Sept. 18, 2017 at the main office of the Forest Preserve District of DuPage County. Consideration of contract award will likely be made on Tuesday, Oct. 17, 2017.

Blackwell Landfill Leachate Hauling Services

Bid Due: 2017-09-28, 2 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2 p.m. on Thursday, Sept. 28, 2017 and will be publicly opened at that time and location, for a project titled "Blackwell Landfill Leachate Hauling Services." The work involves hauling leachate from the Blackwell Forest Preserve’s landfill in Wheaton, Illinois, to the Wheaton Sanitary District. Main components of work, including alternates, consist of Leachate Hauling from Blackwell Forest Preserve’s Landfill Building using a vacuum tanker truck to empty a leachate tank and, potentially, leachate delivered to a tanker truck using an in-leachate storage tank pump at 250 GPM or greater.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). A mandatory pre-bid meeting will be held at 1 p.m. on Wednesday, Sept. 20, 2017, at the Blackwell Forest Preserve Landfill Leachate Building located in Warrenville, Illinois 60555. Consideration of contract award will likely be made on Tuesday, Oct. 17, 2017.

2017 Seed Bid Night Heron Marsh Habitat Improvement Project

The Forest Preserve District of DuPage County will accept sealed bids for the “2017 Seed Bid Night Heron Marsh Habitat Improvement Project.” The Forest Preserve District of DuPage County seeks a contractor(s) to provide various native species by seed. Sealed bids will be received until 11 a.m. Wednesday, Sept. 27, 2017 at the District’s Administrative Offices at 3S580 Naperville Road, Wheaton, IL 60189-5000. Bids received after the bid closing deadline for submission will not be accepted and will be returned unopened. Bids will be opened at 11:02 am Wednesday, Sept. 27, 2017 at the Administrative Headquarters. It is anticipated that the District’s Board of Commissioners will consider the bids on or about Tuesday, Nov. 7, 2017.

All potential bidders will be required to have extensive proven experience with supplying local genotype native seed within the Chicago Wilderness Region. References must be produced upon request.

Specifications and bid proposal can be obtained after Sept. 18, 2017; either electronically by email request or a physical copy can be obtained at the District’s Administrative Offices. Each bidder shall only submit its bid within a unique District-provided bid envelope. The District shall supply bid envelopes to potential bidders by request only. Request for envelopes shall be made prior to 12 p.m. on Thursday, Sept. 21, 2017 to allow time for mail delivery. After that time the bid envelope shall only be available for pick up at the District headquarters, 3S580 Naperville Road, Wheaton, IL 60189. Washroom and Concession Building Site Work at The Preserve at Oak Meadows

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2 p.m. on Thursday, Sept. 14, 2017 and will be publicly opened at that time and location, for a project titled "Washroom and Concession Building Site Work at The Preserve at Oak Meadows." The bids must be accompanied by a 10% bid security. Main components of work involve the completion of all necessary site work in preparation of a prefabricated washroom and concession building (to be delivered and placed by others) at The Preserve at Oak Meadows Golf Course in Addison/Wood Dale, IL.The site work shall include site grading and excavation; concrete foundation for the prefabricated building; concrete flatwork; site utilities, which includes installation of water service line, sanitary sewer line, electrical service line, and all other required utility system and equipment necessary; installation of all plumbing fixtures, pipes, and systems within the prefabricated washroom and concession building; and miscellaneous landscape and turf restoration.

St. James Farm Indoor Riding Arena Improvements

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 1:30 p.m., Thursday, Sept. 14, 2017 and will be publicly opened at that time and location, for a project titled "St. James Farm Indoor Riding Arena Improvements.” The bids must be accompanied by a 10% bid security. The project consists of maintenance, renovation, and an addition on an existing 175’ x 75’ multi-purpose indoor arena and support building. Work includes a new fire lane and entrance plaza and other ancillary work.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Consideration of contract award will likely be made on Tuesday, Oct. 3, 2017.

A MANDATORY pre-bid meeting will be held on Aug. 29, 2017 at 1:30 p.m. at the main office. The Forest Preserve Commission reserves the right to reject any or all bids and to waive technicalities. Danada Equestrian Fencing 'Revised'

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2 p.m. on Tuesday, Aug. 29, 2017 and will be publicly opened at 2 p.m. at that location for a project titled "Danada Equestrian Fencing ‘Revised.’" The bids must be accompanied by a 10% bid security. The work involves construction of approximately 2,480 linear feet of equestrian fencing, and the installation of eight 12’ steel tube gates.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Minority business firms are encouraged to submit bids on the project and successful contract bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services and construction.

A non-mandatory pre-bid meeting will be held at 11 a.m. on Tuesday, Aug. 15, 2017 at the District headquarters, 3S580 Naperville Road, Wheaton, IL 60189. Consideration of contract award will likely be made on Tuesday, Sept. 19, 2017.

Environmental Remediation, Demolition & Restoration Services, Various District Properties

Bid Due: 2017-08-25, 10 a.m.

Sealed bids for a project titled “Environmental Remediation, Demolition & Restoration Services, Various District Properties, Forest Preserve District of DuPage County” will be received at the headquarters of the Forest Preserve District of DuPage County, 3S580 Naperville Rd., IL, 60189, until 10 a.m. CST, Friday, Aug. 25, 2017. Bids will then be publicly opened and read aloud at the same location on Aug. 25, 2017 at 10 a.m. CST. Contractor must provide labor, equipment and supplies as described in the bid packet. Bids on all work of this contract shall be subject to the provisions of the "Illinois Prevailing Wage Act" (Illinois Revised Statutes, Chapter 48, Section 39S - 1-12). A mandatory pre-bid conference will be held on Tuesday, Aug. 15, 2017 at 9 a.m. CST onsite at 18W200 Elizabeth Drive, Wood Dale, IL 60191 (Check-in at 8.45 a.m. CST). Consideration of contract award will be made by the District’s Board of Commissioners.
