Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

Current Bid and Proposal Announcements

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

Mayslake Horse Trough Relocation 'Revised'

Bid Due: 2017-04-28, 9 a.m.

Bid Open: 2017-04-28, 9:05 a.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 9 a.m. on Friday April 28, 2017 and will be publicly opened at 9:05 a.m. at that location, for a project titled "Mayslake Horse Trough Relocation ‘Revised.’" The bids must be accompanied by a 10% bid security. The work involves constructing crushed granite pavement with limestone cobble edging, dry stacked stone retaining wall, minor site grading, site electrical work, planting installation and restoration turf seeding.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Minority business firms are encouraged to submit bids on the project and successful contract bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services and construction.

A non-mandatory pre-bid meeting will be held at 10 a.m. on Wednesday, April 19, 2017 at the Mayslake Peabody Estate, 1717 West 31st Street, Oakbrook, IL 60523. Consideration of contract award will likely be made on Tuesday, May 16, 2017.

St. James Farm Water & Sewer Improvements

Bid Due: 2017-04-27, 2 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2 p.m., Thursday, April 27, 2017 and will be publicly opened at that time and location, for a project titled "St. James Farm Water & Sewer Improvements.” The bids must be accompanied by a 10% bid security. The project consists of the offsite installation of approximately 1,900 feet of 10-inch water main and 4-inch sanitary force main and appurtenances by trenchless methods; onsite installation of approximately 5,400 feet of 3-inch to 12-inch water mains, water services, approximately 2,650 feet of 6-inch and 8-inch gravity sanitary sewers, approximately 945 feet of 4-inch and 126 feet of 1-1/2 inch sanitary force mains and appurtenances, manufacture and installation of an above ground prefabricated water booster station, sanitary grinder pumping station and sanitary pumping station; and other ancillary work.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). A non-mandatory pre-bid meeting will be held at 2 p.m., Thursday, April 13, 2017 at the main office of the Forest Preserve District of DuPage County. Consideration of contract award will likely be made on Tuesday, May 16, 2017.

McDowell Grove Entrance Road Bridge Replacement and Trail Improvements

Bid Due: 2017-04-21, 3 p.m.

Bid Open: 2017-04-21, 3 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 3 p.m. on Friday, April 21, 2017 and will be publicly opened at that time and location, for a project titled "Entrance Road Bridge Replacement and Trail Improvements at McDowell Grove Forest Preserve." The bids must be accompanied by a 10% bid security.

Main components of work involve furnishing all equipment, labor, materials, tools, and supervision necessary for the excavation, removal, and disposal of all designated trees, pavements, curb and gutter, bridge and wing walls, storm sewers, removal of sidewalks, bike paths, and other appurtenant items necessary to clear the grounds for the construction of the new bridge structure. The work at the site will further include the construction of a new multi-use bridge, installation of a temporary construction fencing around the work site, construction of new embankments, bike paths, storm sewer systems, drainage structures, and the complete restoration of the site. Restoration will include final grading of the site to the lines and grades shown on the plans, the placement of topsoil, riprap, trees, seeding and erosion control blanket, the removal of all temporary construction fences, and all incidental and collateral work necessary to complete the project as shown on plans.

Blackwell Fleet Management Building

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761 until 9 a.m. on Friday April 21, 2017 and will be publicly opened at that time and location, for a project titled "Blackwell Fleet Management Building." The bids must be accompanied by a 10% bid security. The work involves constructing a new 29,000-square-foot vehicle maintenance building and associated site work. Main building components include a pre-engineered steel building enclosure, concrete, masonry, mechanical, plumbing, electrical, and vehicle lift and repair equipment. Site work includes concrete and asphalt drive areas, site lighting, utility connections, septic field and general landscaping of trees and shrubs. It also includes creating turf filter strips and rain gardens seeded and planted with native plants. The project also includes one alternate to provide storage rooms on the west side of the building.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Minority business firms are encouraged to submit bids on the project and successful contract bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services and construction.

A mandatory pre-bid meeting for general contractors will be held at 1:30 p.m. on Monday March 27, 2017 at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761. Consideration of contract award will likely be made on Tuesday May 16, 2017.
