Doing Business with the Forest Preserve District

While Forest Preserve District of DuPage County employees perform most of the maintenance and operation of District land and facilities, the District may employ contractors for large construction or restoration projects.

The Forest Preserve District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and may also list them in the Current Bid and Proposal Announcements section below.

When a supplier is aware of a solicitation, it should contact the office listed on the announcement to request a bid document. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

Current Bid and Proposal Announcements

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

Prefabricated Washroom and Concession Building at The Preserve at Oak Meadows

Bid Due: 2017-07-31, 1:30 p.m.

Bid Open: 2017-07-31, 1:30 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 1:30 p.m. on Monday July 31, 2017 and will be publicly opened at that time and location, for a project entitled "Prefabricated Washroom and Concession Building at The Preserve at Oak Meadows." The bids must be accompanied by a 10 percent bid security. The project consists of the manufacturing, shipping, delivery, and placement of a prefabricated concrete building with flush washrooms and concession area at The Preserve at Oak Meadows Golf Course in Addison / Wood Dale, Illinois. The building shall include both a men’s and women’s washroom with two water closets per washroom with lavatory; the concession area shall include concession window, triple basin sink, lavatory, and mop sink; a plumber’s chase; and a covered porch. The project will also include the production of all drawings and calculations sealed by a licensed Illinois Structural Engineer and/ or Architect in order to obtain all necessary building permits from permitting agencies having jurisdiction over the work. The drawings and calculations shall comply with all federal, state, and local building codes, including but not limited to DuPage County Building Code, DuPage County Health Code, Illinois Plumbing Code and all other applicable codes. Consideration of contract award will likely be made on Tuesday Aug. 15, 2017.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Minority business firms are encouraged to submit bids on the project and successful contract bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services and construction.

Landfill Gas & Leachate System Improvements at Mallard North Landfill

Bid Due: 2017-07-28, 2 p.m.

Bid Open: 2017-07-28, 2 p.m.

Sealed bids will be received at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761 until 2 p.m., Friday, July 28, 2017 and will be publicly opened at that time and location, for a project titled "Landfill Gas & Leachate System Improvements at Mallard North Landfill.” The bids must be accompanied by a 10% bid security. The project consists of providing and/or installing: 28 dual extraction wells; 10 leachate extraction wells; remote extraction wellheads; 10”, 8”, and 6” diameter HDPE piping to connect new and existing wells with associated road crossings, header access risers, isolation valves, and condensate collection sumps; air supply and forcemain piping and electrical conduit with associated cleanouts, air release and isolation valves; leachate collection trench with associated cleanouts, header access risers, and leachate collection sumps; direct burial electrical service leachate storage tank facility; utility flare equipment; air compressor and air dryer system; primary electrical service conduit including a transformer pad; direct burial electrical service from leachate tank storage facility to an existing tie-in located on the south side of the facility; electrical work to connect the new utility flare and leachate storage facility to new primary electric service provided by others; abandonment of existing features; vegetative restoration and other ancillary work.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Consideration of contract award will likely be made on Tuesday, August 15, 2017.
