Doing Business With the Forest Preserve District

While Forest Preserve District employees perform land and facilities' maintenance, we often employ contractors for largescale construction or restoration projects.

The District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and also lists them on this page. 

A supplier who is aware of a solicitation may contact the department listed on the announcement to request a bid document.

The District's Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

 

Fleet Bids

The District’s Fleet Management purchases items such as vehicles, landscaping and construction equipment at various times throughout the year. Information and specifications about items out for bid can be found here. Please check dates for each bid, as they will not have the same due dates or meeting dates. It is the bidder’s responsibility to check back occasionally for all amendments and other documents.  


 

Concrete Spall Repairs to Bridge Infrastructure

Sealed bids will be received until 10 a.m. on June 21, 2019 for a project titled "Concrete Spall Repairs to Bridge Infrastructure” at the Forest Preserve District of DuPage County, Facilities Management Field Office, 29W400 Mack Road, West Chicago, IL 60185.

Contractor shall furnish and pay for all required materials, equipment, tools, labor and incidentals, unless otherwise provided in the contract, and shall include the cost of these items in the prices bid for the several units of work, as specified. Bids must be accompanied by a 10% bid security. 

Project shall include the following: All labor, material(s), equipment, mobilization and all other necessary overhead to facilitate the scope of work identified in specification and bid proposal, defined in Section 7: Construction Documents.

The work includes concrete patching, crack repair and concrete sealing.

Mandatory pre-bid conference June 3, 2019 at 8:30 a.m.
Deadline for R.F.I. or questions June 17, 2019, via email
Bid due June 21, 2019 at 10 a.m.
Bid opening June 21, 2019 at 10:05 a.m.

Bid specifications, plans and bid forms are available here. Bids must be submitted in the District supplied envelope. Envelopes will be supplied at the mandatory pre-bid onsite meeting. An awardee must submit all required documentation including, but not limited to, the required insurance, Prevailing Wage Act documentation, subcontractor’s list, performance and payment bonds per the Invitation to bid. The Forest Preserve District of DuPage County reserves the right to reject any or all bids and to waive technicalities.

This solicitation does not commit the Forest Preserve District of DuPage County to award a contract, pay any cost incurred in the preparation of a bid or procure or contract for the articles of goods or services. The Forest Preserve District of DuPage County reserves the right to cancel in part or in its entirety these bids if it is in the best interest of the District to do so.

West Branch DuPage River Trail – Blackwell to West DuPage Woods Request for Qualifications

Statements of qualification are now being accepted from consultants for Phase II Design Engineering and Phase III Construction Engineering for a new multipurpose trail and bridge between Blackwell Forest Preserve at Gary’s Mill Road and West DuPage Woods forest preserves, including a bridge over Roosevelt Road and the West Branch DuPage River.

The evaluation criteria and weighting for this project is as follows: technical approach – 25%, firm experience – 20%, staff capabilities – 15%, work load capacity – 10%, past performance – 20%, in-state or local presence – 5%, and participation of qualified and certified DBE consultants or sub-consultants – 5%.

The packet contains a detailed description of the project, conflict of interest forms, and specific requirements for the format and content of their submission.

Qualifications statements are due on or before Friday, June 7, 2019 at 12:00 p.m. If interested, please provide three (3) paper copies and one electronic copy of your qualifications statement to:

The technical proposal must not contain any cost information. All proposals shall include a consultant’s disclosure statement and copy of IDOT Prequalification certification.

Proposals will be evaluated and at least three consultants will be selected to interview for this project. Interviews of consultants for this project will be held from June 24-28, 2019.


 

Phase 1 Installation of Monitoring Wells and Probes at Mallard North Landfill

Sealed bids will be received until 2 p.m., Friday, May 3 for a project titled "Phase 1 Installation of Monitoring Wells and Probes at Mallard North Landfill” and will be publicly opened at that time at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, Illinois, 60189-8761. Bids must be accompanied by a 10% bid security. The project consists of installing 25 monitoring wells and probes at the Mallard North Landfill in Hanover Park, Illinois.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Consideration of contract award will likely be made on Tuesday, May 21.
