Doing Business With the Forest Preserve District

While Forest Preserve District employees perform land and facilities' maintenance, we often employ contractors for largescale construction or restoration projects.

The District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and also lists them on this page. 

A supplier who is aware of a solicitation may contact the department listed on the announcement to request a bid document.

The District's Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

Fleet Bids

The District’s Fleet Management purchases items such as vehicles, landscaping and construction equipment at various times throughout the year. Information and specifications about items out for bid can be found here. Please check dates for each bid, as they will not have the same due dates or meeting dates. It is the bidder’s responsibility to check back occasionally for all amendments and other documents.  


  

Mayslake Main Staircase Restoration Revised

Sealed bids will be received until 11 a.m. on Thursday Dec. 20, 2018 for a project titled "Mayslake Main Staircase Restoration ‘Revised’" and will be publicly opened at that time at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761. The bids must be accompanied by a 10% bid security. The work involves removing non-original wood finishes on the main staircase, cleaning the wood and ornaments, repairing damage, staining and refinishing all wood work.

A non-mandatory pre-bid meeting will be held at 10 a.m. on Wednesday Dec. 12, 2018 at Mayslake Peabody Estate, 1717 West 31st Street, Oak Brook, IL 60523. Consideration of contract award will likely be made on Tuesday Jan. 15, 2018.

This project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq. The contractor shall also abide by the employment of Illinois Workers on Public Works Act (30 ILCS 570, sec 1-7). Minority business firms are encouraged to submit bids on the project and successful contract bidders are encouraged to utilize minority businesses as subcontractors for supplies, equipment, services and construction.

Consignment Contracts for District’s Annual Native Plant Sale

The District will enter into consignment contracts with nurseries based on the lowest per-unit price (delivered and labeled) for each plant and contingent upon the nursery’s ability to deliver the requisite species and container sizes. Nurseries should only consider extending prices for those species for which there is a high probability for delivery of mature stock on Wed., May 8, 2019 between 7 a.m. and 12 p.m. Nurseries may withdraw from participation upon written notification to the District at any time prior to entering into a consignment contract.

Nursery stock material to be sold on consignment shall originate from seed collected within 100 miles of DuPage County. In addition, nursery stock material shall not be treated with insecticides containing neonicotinoids, or “neonics” as they are commonly called. Lastly, all plants must be clearly and individually labeled with the species common name as well as the Latin genus and species nomenclature.

The District reserves the right to refuse any damaged or immature stock in the interest of offering the highest quality native plant materials for sale to the general public. The District assumes no responsibility or liability for any refused nursery stock.

The 2019 Native Plant Sale is planned on the grounds of Mayslake Peabody Estate, which is located at 1717 West 31st Street in Oak Brook, Illinois. The event schedule is as follows:

  • Wed,, May 8. 2019: Nursery delivery of inventory between 7 a.m. and 12 p.m.
  • Fri., May 10, 2019: Native Plant Sale open to public between 11 a.m. and 7 p.m.
  • Sat., May 11, 2019: Native Plant Sale open to public between 9 a.m. and 2 p.m.
  • Mon., May 13, 2019: Nursery pickup of unsold inventory between 7 a.m. and 12 p.m.

Evaluation Process

A responding nursery may be offered a consignment contract for the species, unit size and number of units for which it has proposed the lowest per-unit price (labeled and delivered).

The District reserves the right, without prejudice, to reject any or all proposals and waive non-material defects.

There is no expressed or implied obligation for the District to reimburse nurseries for any expenses incurred in preparing a proposal in response to this Request for Quotes.

The District reserves the right to award contracts to multiple nurseries and to negotiate with lowest-cost providers for delivery of all requested native plant materials.

Consultant Statements of Qualification for Phase III Construction Engineering for Multipurpose Trail at Dunham Forest Preserve

The Forest Preserve District of DuPage County is accepting statements of qualification from consultants for Phase III construction engineering for a new multipurpose trail in Dunham Forest Preserve between Cornerstone Lakes Park and Army Trail Road in Wayne, IL. The evaluation criteria and weighting for this project is as follows: technical approach – 30%; staff and firm experience – 40%; work load capacity – 20%; and local presence – 10%.

Consultants should download an RFQ packet from the District here for a detailed description of the project, conflict of interest forms, and specific requirements for the format and content of their submission.

Qualification statements are due on or before Nov. 1, 2018 at 9 a.m. If interested, please provide three (3) paper copies and one electronic copy of your qualification statement to:

The technical proposal must not contain any cost information. All proposals shall include a consultant’s disclosure statement and copy of IDOT Prequalification certification. 


 

Willowbrook Crane Cage Mesh Replacement

Sealed bids will be received until 11:30 a.m. on Wednesday, Oct. 31 and will be publicly opened at that time for a project titled "Willowbrook Crane Cage Mesh Replacement" and will be opened  at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Road, Wheaton, Illinois, 60189-8761. The bids must be accompanied by a 10% bid security. The work involves removing existing nylon netting and furnishing & installing stainless steel mesh netting to the existing cage structure. One alternate for removing and installing new nylon netting at another enclosure is also included. 

A non-mandatory pre-bid meeting will be held at 1:30 p.m. on Tuesday, Oct. 23, 2018 at the Willowbrook Wildlife Center, 525 S. Park Blvd, Glen Ellyn, IL 60137. Consideration of contract award will likely be made on Tuesday. Dec. 4, 2018.

Woodland Restoration Management at Green Valley and West Chicago Prairie Forest Preserves

The Forest Preserve District of DuPage County will accept sealed bids for the “Woodland Restoration Management at Greene Valley and West Chicago Prairie Forest Preserves”. Sealed bids will be received until Friday, Nov. 9, 2018 at 11 a.m. at the District’s headquarters at 3S580 Naperville Road in Wheaton, IL 60189. Bids will be opened on Friday, Nov. 9, 2018 at 11:03 a.m. at headquarters at the same address. Bids received after the bid closing deadline for submission will not be accepted and will be returned unopened. It is anticipated that the District’s Board of Commissioners will consider the bids on or about Tuesday, Dec. 4, 2018.

The Forest Preserve District of DuPage County seeks a contractor(s) to perform various specialized ecological management tasks including, but not limited to: mowing and/or removal, disposal, and control of trees, shrubs, and other woody vegetation by chainsaw, brush cutter, and/or forestry equipment.

A mandatory pre-bid conference will be held on Wednesday, Oct. 24, 2018 at 9 a.m. at Greene Valley Forest Preserve’s Hinterlong Woods and will then move to a second location at West Chicago Prairie Forest Preserve’s McQueen Savanna. For exact locations, please see the bid specifications.

All potential bidders will be required to have extensive proven experience with ecological management in natural areas within the Chicago Wilderness Region. References must be produced with bid submittal.
