Doing Business With the Forest Preserve District

While Forest Preserve District employees perform land and facilities' maintenance, we often employ contractors for largescale construction or restoration projects.

The District purchases required goods and services in conformance with Illinois state law, the DuPage County Purchasing Ordinance, related resolutions of the Board of Commissioners and administrative policies. The District makes requirements for purchases under $20,000 in accordance with established procedures for small-dollar purchases and informal quotations. For purchases over $20,000, it advertises formal bid announcements in local newspapers and also lists them on this page. 

A supplier who is aware of a solicitation may contact the department listed on the announcement to request a bid document.

The District's Board of Commissioners reserves the right to reject any or all bids and to waive technicalities.

The Forest Preserve District of DuPage County is currently seeking bids and proposals on the following projects.

 

Fleet Bids

The District’s Fleet Management purchases items such as vehicles, landscaping and construction equipment at various times throughout the year. Information and specifications about items out for bid can be found here. Please check dates for each bid, as they will not have the same due dates or meeting dates. It is the bidder’s responsibility to check back occasionally for all amendments and other documents.  


 

St. James Farm Red Brick Stable Re-Roof and Repair

Sealed bids will be received until 10 a.m. on April 5 and will be publicly opened at that time for a project titled "St. James Farm Red Brick Stable Re-roof and Repair” at the Forest Preserve District of DuPage County, Facilities Management Field Office, 29W400 Mack Road, West Chicago, IL 60185.

Contractor shall furnish and pay for all required materials, equipment, tools, labor and incidentals, unless otherwise provided in the contract, and shall include the cost of these items in the prices bid for the several units of work, as specified. Bids must be accompanied by a 10% bid security.

Project shall include all labor, material(s), equipment, mobilization and all other necessary overhead to facilitate the scope of work identified in specification and bid proposal, defined in Section 7: Construction Documents.

The work includes the removal and disposal of all existing roofing material and other associated construction debris; an inspection of the roof decking and deck structure identifying and replacing any damage or imperfection that could impact the long-term integrity of the replacement roofing system and roofing systems warranty. Secondary to the roofing replacement, significant repairs are required to the stable cupola.

An awardee must submit all required documentation including, but not limited to, the required insurance, Prevailing Wage Act documentation, subcontractor’s list, performance and payment bonds per the invitation to bid. The Forest Preserve District of DuPage County reserves the right to reject any or all bids and to waive technicalities.

This solicitation does not commit the Forest Preserve District of DuPage County to award a contract, pay any cost incurred in the preparation of a bid or procure or contract for the articles of goods or services. The Forest Preserve District of DuPage County reserves the right to cancel in part or in its entirety these bids if it is in the best interest of the District to do so.

District-Wide Trail Signage Phase Three

Sealed bids will be received until 10:30 a.m., Monday, March 18 at the main office of the Forest Preserve District of DuPage County, 3S580 Naperville Road, Wheaton, IL and will be publicly opened at that time and location for a project titled “District-Wide Trail Signage Phase Three.” Bids must be accompanied by a 10% bid security. 

The scope of work includes removal and disposal of wood and composite interpretive signs; removal, salvage and installation of existing aluminum interpretive sign frames; assembly and installation of recycled plastic sign post assemblies provided by owner with aluminum sign panels provided by owner; assembly and installation of aluminum interpretive sign frames provided by owner; removal of limestone screening paving and restoration with turf seed; and obtaining project materials, including 6x6 posts and unassembled sign frames from owners storage site. This work will be in nine DuPage forest preserves and James ‘Pate’ Philip State Park.

A non-mandatory pre-bid meeting will be held on Monday, March 11 at 1 p.m. at Forest Preserve District headquarters at 3S580 Naperville Road, Wheaton, IL 60189. Consideration of contract award will likely be made on April 2.

An office copy is available for viewing at the District headquarters between 8 a.m. and 4:30 p.m., Monday – Friday. This project is subject to the Prevailing Wage Act. The Forest Preserve District Board of Commissioners reserves the right to reject any or all bids and waive technicalities. The construction estimate for this project is $55,000. 2019 Dog Waste Bags

Sealed bids will be received until 10 a.m. on Tuesday, March 12 for "2019 Dog Waste Bags."  Bids will be publicly opened at 10:05 a.m. March 12 in the Oak Room at District headquarters at 3 South 580 Naperville Rd. in Wheaton.

Administrative Headquarters HVAC Improvement Design

Qualifications statements will be received until 1 p.m. on Monday March 11 for "Administrative Headquarters HVAC Improvements." The main purpose of the project is to evaluate, design and engineer improvements to the existing HVAC system serving the District's administrative headquarters facility in Wheaton, IL.

The District will rank respondents on their qualification statements and references and will negotiate a contract for professional services with the most qualified firm per the Illinois Local Government Professional Services Selection Act (50 ILCS 510).

Spring Brook No. 1 Creek & Wetland Restoration Phase 2 

Sealed bids will be received until 11:30 a.m. on Monday, March 18 for the “Spring Brook No. 1 Creek & Wetland Restorations Phase 2” project. Bids will be publicly opened at 11:33 a.m. that day at the main office of the Forest Preserve District of DuPage County, 3 South 580 Naperville Rd., Wheaton, IL.

The District seeks a contractor to perform site clearing and tree removal; cofferdam installation; channel excavation; stream stabilization; earthwork; hydraulic structure removal, culvert removal; bridge work; limestone trail removal and installation; asphalt pavement removal and asphalt paving; seeding; plug planting; tree and shrub planting; clearing and control of invasive species; and ecological management. All potential bidders will be required to have extensive proven experience with river/stream restoration and construction projects; bridge installation; and ecological management in natural areas within the Chicago wilderness region. References must be produced with bid submittal.

A mandatory pre-bid conference will be held on Friday, Feb. 22, at 10 a.m. at Blackwell Forest Preserve. Please see bid specifications for exact location. Specifications, bid proposal and construction plan set can be found here or can be requested by emailing smeister@dupageforest.org.

Bids received after the bid closing deadline will not be accepted and will be returned unopened. The Forest Preserve District’s Board of Commissioners is expected to consider the bids on or about Tuesday, April 2.
